The 25-year-old Gossip Girl actor grabbed a bite to eat with a pal.

Earlier in the month, Penn took part in a PSA to support 99% Spring, an organization which promotes the use of nonviolent direct action to enact social change. Olivia Wilde and Zoe Kravitz were also featured in the PSA.
